William Tilleman

Judge of the Court, Queen's Bench of Alberta, Calgary

Hon. Justice William Tilleman, a lawyer with William A. Tilleman Professional Corporation, is a Judge of the Court of Queen's Bench of Alberta in Calgary. Previous to Justice William Tilleman’s federal appointment to the Bench, he acted as Alberta’s Chief Energy Regulator in the capacity of Chairman of the Alberta Energy and Utilities Board (EUB). He was responsible for directing and coordinating the EUB’s regulatory mandate governing energy resource development and utility matters in Alberta.

Over the last 20 years, he has chaired five adjudicative Boards or Appeal Panels. This includes the Alberta Environmental Appeals Board, Alberta Persons with Development Disabilities Appeals Panel, the Energy and Utilities Board, Acting Chairman of the Energy Resources Conservation Board and Chairman, Public Utilities Board.

Justice Tilleman also practiced environmental law and has represented private individuals, industry, and governments. He has consulted for or represented several governments in Canada, the Northwest Territories, and Alaska, on environmental issues.

A resident of Calgary, Justice Tilleman received practice law degrees from Canada and the United States, as well as a doctoral fellowship in legislation and a Master’s and doctoral law degree at Columbia University in New York. He served as a member of the University of Calgary’s Board of Governors and Senate and held numerous positions within the University, including Adjunct Full Professor of Law and Adjunct Professor in the Faculty of Environmental Design.

He has published books and articles in the field of energy and the environment.
