The Building a Better Budget Process (B3P), convened by Convergence and facilitated by CBI, has been working since November 2016 to identify specific recommendations for a path forward to bring stability and remove uncertainty from the Congressional budget process. The group, composed of budget experts, advocates, and executives, released their final report and recommendations in February 2018, which you can read here.

Neil Bradley and Emily Holubowich, participants of the dialogue, wrote an op-ed that outlines the five key proposals put forward in their report. Read it in The Hill: The budget is broken. But not beyond repair.
