With support from the US Institute for Environmental Conflict Resolution, CBI is helping to manage a negotiated rulemaking process for off-road vehicle driving on Cape Hatteras National Seashore. CBI has been working with National Seashore staff and stakeholders since 2005, beginning with a negotiated rulemaking feasibility report published in 2006. In 2007, three public workshops were held to introduce participants to techniques for productive communication and negotiation and to review the rules and regulations with which the National Seashore must comply.
