Background

On September 20, 2011, President Obama announced the United States’ intention to implement the Extractive Industries Transparency Initiative (EITI) in the U.S. as a signature initiative of the U.S. National Action Plan for the Open Government Partnership. The Action Plan identified two goals for USEITI implementation: 1) Implement the EITI to Ensure that Taxpayers Are Receiving Every Dollar Due for Extraction of our Natural Resources; 2) Work in Partnership with Industry and Citizens to Build on Recent Progress. As part of implementing EITI, each country engages in an inclusive, participatory process to determine what type of information should be included in EITI reporting. The group that drives the USEITI process and decides what kind of payments should be reported is called the Multi-Stakeholder Group (MSG) and includes representatives from Civil Society, Industry, and Government.
